Maoists, UML for amending PM vote regulations

KATHMANDU, Nov 15: Even as the UCPN (Maoist) and the CPN-UML have teamed up to amend the parliamentary regulations to end the deadlock over formation of a new government, Nepali Congress has not only denounced the move but also officially demanded that the speaker declare its sole prime ministerial candidate Ram Chandra Paudel as the new prime minister.

The Maoist and CPN-UML leaders said that they are making preparations to register a proposal at parliament secretariat on Monday seeking amendment to the provision related to election of prime minister in the regulations, which has been blamed for present deadlock.


Leaders from both the parties said they are holding discussions to push a joint proposal for the amendment. Maoist and UML leaders, who had been pressing Speaker Subas Nembang to stop the ongoing process to elect a new PM and start the process afresh by amending the regulation, argued that the last week´s Supreme Court verdict has paved the way for amendment as one of the alternatives to end the deadlock.

The Maoist and UML leaders floated the idea during the seven-party meeting convened by Speaker Nembang at his office on Sunday and that they are planning to push the same agenda during the meeting of top leaders of the three major parties scheduled for Monday morning.

"I will float this proposal during the three-party meeting tomorrow [Monday]" UML Chairman Jhalanath Khanal told Republica. "Friends are laying the groundwork for finalizing the proposal."

The Maoist and UML leaders are planning to hold bilateral talks Monday morning to finalize the provisions to be amended and added in the regulations. The existing regulations require the prime ministerial election to continue until a candidate secures majority votes.

UML Chief Whip Bhim Acharya said they want to end the existing provision of holding vote to elect new prime minister for infinite times if the candidates failed to secure majority votes as is happening now.

"We want to adopt a system that would terminate such a process if its continuation after third round also fails to elect a new prime minister," Acharya told Republica.
Likewise, they want to incorporate a provision that would only allow two finalists to continue to be in the race after the first round of voting.

Acharya said they are still working on the provisions that can be amended or added in the regulations.

Maoist Chief Whip Post Bahadur Bogati said they will hold a meeting with the UML leaders Monday morning before finalizing the proposal. "We want to forward this proposal to the speaker prior to the Business Advisory Committee meeting scheduled for Monday afternoon," Bogati said.

However, NC Chief Whip Laxman Ghimire said his party is against it. "The SC verdict has said that the regulation itself is not a problem. The apex court has clearly said the problem lies in the application of the provision. So there is no need to amend the provisions," he said.
