Home Minister, IGP face contempt charge

KATHMANDU: The Supreme Court today initiated contempt of court action against Home Minister Bhim Bahadur Rawal, Inspector General of Nepal Police Ramesh Chandra Thakuri and Superintendent of Kathmandu Metropolitan Police Range Ramesh Kharel for violating its verdict to release detainees.

Bikash Simkhada, Dilli Prasad Paneru and Bhim Bahadur Rokka were arrested from the Supreme Court premises for the third time yesterday. A single bench of Justice Rana Bahadur Bam directed the defendants to explain within seven days why they should not be punished for contempt of court.

Nirmala Thapa has moved the apex court charging the authorities of violating the ruling of the SC by arresting her brother Bikash Simkhada and his friends Paneru and Rokka.

The trio have been detained in the Kathmandu Metropolitan Police Range, Hanumandhoka. The bench also directed the defendants to produce a reason for the arrest within 24 hours.

The trio were first arrested for public offence one-and-a-half months ago and prosecuted in the Kathmandu District Administration Office but when the latter ordered to release them on a bail for Rs 2,000 each, they were rearrested by the security personnel of Lalitpur Metropolitan Police Range charging them with attacking on duty police personnel on September 22.

Meanwhile, ordering the release of a minor, Chhoilang Lama, 14, the SC directed the Ministry of Home Affairs to provide security and manage the Bhaktapur-based Child Reform Home. Justice Bam issued the order responding to a writ petition challenging the detention of the minor because the Reform Home did not have sufficient space to admit the minor. Demanding the release of the minor, advocate Sita Sharan Mandal had moved the SC on Sunday.

Responding to another habeas corpus petition, the bench directed the authorities to clarify the detention of Raj Kumar Lama and Prakash Sunuwar as advocate Surya Bahadur Pandey demanded their release. The bench directed them to submit in writing within 24 hours why they had been detained.
