CIAA seeks clarification on hydel licence amendment

KATHMANDU: The Commission for the Investigation of Abuse of Authority (CIAA) today asked the Ministry of Energy to clarify the amendment of the working procedure for issuing licence to hydro power developers.

The amendment, announced a week ago, had provisioned formation of a special committee, which would have the last right to decide on issuing licence to developers.

Minister Prakash Sharan Mahat had flexed his muscles and amended the existing Hydro Pojects Licence Management Procedure-2010 in a bid, which many believe, was intended to override Energy Secretary Shanker Koirala.

The minister, a week ago, stating the need to evaluate the present status of projects, decided to put on hold the licence issuing process until the next decision of the ministry amends the present license issuing procedure. The move had drawn much flak.

Differences between Minister Mahat and Secretary Koirala surfaced a couple of months ago when both took each other head on while appointing Arjun Kumar Karki chairman of Upper Tamakoshi Hydropower Limited. The issue later landed in the Supreme Court, which scrapped the decision to appoint Karki.

CIAA has asked the ministry to clarify the need to amend the existing procedure and also justify the amendment legally within a week as it curbs the rights of the secretary given by Electricity Regulation-1993.
